Introduction
Hunger Fighters Uganda (HFU) is a Not-For-Profit, Non-Governmental Organization Initiated In 2008, Pursuing a vision of “A Hunger and Malnutrition Free Uganda”. The Organisation is engaged in the activities of fighting hunger in Uganda with a local, national and global perspective.
HFU is a WFP Cooperating Partners for General Food Assistance in Nakivale - Oruchinga and Kyangwali Refugee settlements in the South- Western part of Uganda, also implementing school feeding project in Kaabong District in Northern Karamoja as well as under Kampala Capital city Authority in the Central Region.

HFU wishes to recruit volunteers to fill the position tenable in the GFA and Livelihood and Resilience Project implementation for the year 2023/24 in NAKIVALE/ORUCHINGA and KYANGWALI refugee settlements in ISINGIRO and Kikuube Districts respectively in the South – Western of Uganda.
JOB
PURPOSE
The Monitoring and Evaluation Coordinator will be
responsible for designing, developing, and implementing strategies to measure
the effectiveness of programs and services. The coordinator must possess
excellent analytical and problem-solving skills, along with strong
communication and organizational abilities.
Reports to: Head of Programmes
Key Roles: Monitoring and Evaluation
Coordinator
- Develop
and enhance monitoring, inspection, and evaluation procedures.
- Design
an M&E log frame, monitoring and reporting tools for staff utilization
and monitoring efficiency, including documentation.
- Monitor
and evaluate overall progress towards achieving results.
- Assess
the sustainability of project outcomes.
- Conduct
capacity assessments and progressively improve the existing monitoring and
evaluation system.
- Provide
training to M&E unit staff based on capacity assessments.
- Develop
indicators and a monitoring strategy for organizational projects.
- Keep
organization project logical frameworks up-to-date.
- Establish
monitoring and impact indicators for project success.
- Supply
inputs, information, and statistics for monthly, quarterly, annual, and
other Project Management Team reports.
- Engage
in annual project reviews and planning workshops, assisting the Head of
Programmes in preparing relevant reports.
- Support
the monitoring and evaluation of project effects and impact.
- Offer
feedback to field management regarding project strategies and activities.
- Propose
strategies to enhance project efficiency and effectiveness, identifying
and addressing bottlenecks.
- Report
monthly, quarterly, half-yearly, and annual progress on all project
activities.
- Ensure
the project incorporates Measurable Outputs and Performance Indicators.
- Perform
additional duties as required.
FUNCTIONAL CAPABILITIES
- Strategic
Management:
Display understanding of HFU’s policies and strategies, supporting
monitoring and evaluation activities and their inter-relationship.
- Performance
Management:
Apply HFU’s performance management system knowledge to manage resources
and relationships for monitoring and evaluation actions.
- Qualitative/Quantitative
Methodology:
Apply established methods and data collection tools to monitoring,
reviews, or straightforward evaluations, aligned with HFU’s frameworks and
technical standards.
- Data
Analytics and Visualization: Collect and summarize program data, including
distribution site logistics, planned and reached targets, and technical
assistance provided.
- Programme
Monitoring and Review: Gather, organize, and provide data on program outputs, processes,
and outcomes, including distribution plans and the status of assistance on
a monthly or cycle basis.
Prevention of Sexual Exploitation and
Abuse, and Zero Tolerance to Fraud
Actively promote PSEA standards within Hunger Fighters
Uganda and amongst beneficiaries served.
Compliance & Ethics
- Foster
a culture of compliance and ethics throughout Hunger Fighters Uganda.
- Adhere
to Hunger Fighters Uganda’s and donor compliance and ethics standards.
- Conduct
work with the highest level of integrity.
Personal Specifications
- Master’s
Degree in Business Administration, Economics, Statistics, PGD in
Monitoring and Evaluation/Project Planning and Management, or related
field.
- Minimum
of 4 years' experience in a similar monitoring and evaluation position.
- Proficiency
in designing tools and strategies for data collection, analysis, and
report production.
- Strong
ICT skills, especially in developing MIS software using database software.
- Expertise
in data analysis using statistical software.
- Strong
training and facilitation skills.
- Multitasking
ability.
- In-depth
knowledge of M&E and development issues.
- Excellent
written and oral communication skills.
- Openness to constructive
feedback and differing viewpoints.
